Telecom job market suffers

Mean Compensation for all IT Pros is up by 5.43% in June to June comparison

Despite IT job gains attributed to a growing economy, telecommunications hiring has been suffering this year. The industry dropped 700 jobs in June, making a total of 43,800 jobs lost in 2017. That comes as no surprise considering the whirlwind of telco mergers and acquisitions. Verizon's acquisition of Yahoo's Internet properties led to a massive cut, Windstream's purchase of EarthLink eliminated hundreds of employees, and Vonage recently laid off 90 people due to acquisition redundancy.

IT Job Market Demand

Janco 2017 Jobs Forecast noted that the telecommunications industry has lost 39,200 jobs in the last year, despite a growth of 88,000 IT jobs.

 

The company's survey found that fewer companies are offering new executive and senior management positions in IT, although IT staff is increasing on the whole.

Janco CEO Victor Janulaitis says the executives his company interviewed expressed a wave of confidence after the 2016 U.S. election, but that sentiment has faded.

"It seems the tide has turned and they now feel there will be less growth in IT budgets for the remainder of this year.” Janulaitis said. “Hiring prospects are marginal at best, except for IT staff at the worker level in the latter part of this year."

Service sector jobs next to be automated

Service Sector is the next to face mass automation 

Future automation will not be taking place in the traditional manufacturing sectors that have already felt the brunt of automation, but in regions that have a preponderance of low-skilled jobs. Most susceptible to job losses are people working in food preparation and serving, office or administrative support, and sales. Las Vegas, for example will see a loss of 65% of it jobs. H-1B visa program under review - possible overhaul

S Corporations pay more to average H-1B Visa holders than do non-US Companies

The U.S. government received 199,000 H-1B visa petitions for the upcoming 2018 fiscal year -- 37,000 less than in 2016. The U.S. received 236,000 visa petitions for the current fiscal year. In fiscal year 2016, there were 233,000 requests; the year before that, there were 172,500.

The government will issue 85,000 H-1B visas via a computer-generated lottery. The winners will be able to use their visas at the start of the federal fiscal year, which begins Oct. 1.

Janco sees the President's actions and campaign rhetoric as having had an impact on the offshore outsourcing industry, which includes the largest users of H-1B visa workers. Firms considering shipping IT jobs overseas appear now to be more cautious than in recent years.

Labor Participation Rate is improving as more people look for jobs

There are over 94,502,000 (unadjusted) individuals excluded from the labor force and the unemployment statistics

Among the 94.5 million individuals excluded from the labor force in March 2017, there were 460,000 discouraged workers - a decrease of 66,000 workers from February and 125,000 from prior year in March. This is a significant improvement.

There are 88,994,000 who just do not want work at all. That is a decrease of 129,000 from February and 526,000 from March of last year.

H-1B is an open issue as the lottery date approaches

US Corporations pay more to average H-1B Visa holders than do non-US Companies

That change would have put India-based firms in the back of the H-1B distribution line, but IT services such firms as Accenture and IBM, which are not H-1B dependent, would have been unaffected.

Trump may still take action on H-1B visas apart from the lottery. As an example, the administration's recent action to suspend fast-track premium processing for six months.

Providers are not home free this year and face increased resistance to their model regardless of the delay in the actual law change. The net effect is that they will be able to utilize H-1B, but at a greater expense and to a lesser degree.

But the IEEE-USA believes that IT outsourcers get as many as 50,000 of the 85,000 H-1B visas. Rather than using H-1B workers themselves, outsourcing companies rent their workers to third-parties at below-market rates. American workers, after training many of these new employees, will lose their jobs.

The salaries paid to top level CIOs is determined by a number of factors. One of the key factors is the metropolitan area where the CIO and his/her organization reside. In Janco's IT Salary Survey we identified the top 10 cities for CIO compensation. New York City, San Jose, Stamford, and San Francisco topped the list with annual salaries over $200,000.

Lottery to be eliminated from the H-1B visa process

H-1B and other foreign workers Visa programs

IT Job DescriptionsThe most sweeping change proposed by the new H-1B visa program would be the elimininate the lottery process.  Rather, a new bill in Congress would give foreign students who graduate from U.S. schools priority in getting an H-1B visa. The new law would end the annual random distribution (lottery) of H-1B visas, and replace it with a system to give priority to certain types of students.

Foreign nationals in the best position to get one of the 85,000 H-1B visas issued annually will have earned an advanced degree from a U.S. school, have a well-paying job offer, and have preferred skills. The specific skills weren't identified, but will likely be STEM-related.

The legislation also "explicitly prohibits" the replacement of American workers by visa holders.

Proposed H-1B falls short

Proposed H-1B is not a re-do!

New H-1B bill would raise the salary threshold to $100,000 (from $60,000) a year and includes a provision for inflation adjustments. It eliminates the master's degree exemption altogether.

In a statement, the proposer said that the government needs "to make sure programs are not abused to allow companies to outsource and hire cheap foreign labor from abroad to replace American workers."

Even so, the bill is not broad H-1B reform.

The new administration has indicated support for raising H-1B visa salaries across the board by changing the prevailing wages. The prevailing wage sets four levels for each occupation. Most H-1B workers are paid either level 1, beginner, or level 2 wages. The level 3 prevailing wage represents the 50th percentile or the median.

IT pros to be looking for new jobsThirty Seven percent (37%) IT professionals plan to begin searching for a new job and 26% plan to accept a new job next year, according to Spiceworks.

While 69% of the IT professionals surveyed worldwide in October 2016 plan to switch jobs to advance their IT skills, about two-thirds are looking for a more competitive salary, and more than 75% want to work for a company that makes IT more of a priority.

Only 61% of IT professionals feel appreciated by their current employer, 59% think they’re underpaid. Less than one-quarter of IT professionals are expecting a salary increase in 2017, and only 12% are expecting a promotion. However, 70% of respondents expect the IT job market to remain favorable in 2017, leading many to think higher paying jobs with more potential for advancement will exist in the coming year.

Executive pay disclosure requirements are complex

Dodd-Frank executive pay disclosure rears its head

The pay-for-performance proposal is part of the Dodd-Frank law's disclosure package involving executive pay. It requires, among other things, that public companies disclose the ratio of the C-Level executives annual total compensation to the median annual total compensation of all other employees.

In a recent compliance update, the SEC's Division of Corporation Finance said registrants can use any reasonable "consistently applied compensation measure" (CACM) to identify the annual compensation of employees.

"The appropriateness of any measure will depend on the registrant's particular facts and circumstances," the SEC said, noting that, for example, total cash compensation could be a CACM unless the registrant also distributed annual equity awards widely among its employees.

The HR and IT function should be collecting as much data from reputable sources as possible - that means typically three salary surveys that have good coverage of an industry or geography.  One way is to participate more salary surveys to qualify for discounts, increase networking with peers in other companies, and get a better range of results than  you can get with a single surve.

It is the CIOs and HR's responsibility to effectively manage the organization's investment in salary surveys. It is important to always have an idea of what products are out there. By gathering more data, you'll be equipped to establish whether a particular survey is consistently higher or lower than another for similarly defined jobs. Despite a constantly changing workplace where jobs rapidly change or don't exist at all, survey data continues to be a mainstay for effectively managing compensation.
